1418b71-761504-edited.jpgMerril Oliver, CGMS, is Executive Vice President and Chief Operating Officer of eCivis. Merril is one of the nation’s most respected and accomplished grant professionals. Prior to joining eCivis, Merril served as the director of the Maryland Governor’s Grants Office. She was the founding deputy director of the office, serving in that capacity for 10+ years. Merril has also served on the US Office of Management and Budget Association of Government Accountants Intergovernmental Partnership as a Steering Committee Member and co-chaired multiple workgroups for the Partnership. She was president of the National Grants Management Association from 2009-2012 and sat on the Board of Editorial Advisors for Thompson Publishing’s Federal Grants Management Handbook from 2004-2012. In 2011, she was appointed by the Obama Administration to the Presidential Executive Order Workgroup on Improper Payments. She served as a Grants manager and Management & Budget analyst for three years in Montgomery County government and previously spent 15 years in private sector business development.
