Grow America Transportation Bill

The White House has proposed a $302 billion, four-year Grow America transportation bill that would open up new competitive grant opportunities. The bill arrives at a time when MAP-21 is set to expire in September. Some aspects of the Grow America bill:

  • Provides $5 billion over four years for the hugely successful TIGER program
  • Includes a new Fixing and Accelerating Surface Transportation (FAST) program, modeled off Race to the Top, for transportation projects
  • Includes a new Rapid Growth Area Transit competitive grant program
  • Provides $4 billion over four years to support $40 billion in TIFIA loans
  • Permits tolls on interstates
  • Encourages pay-for-success, outcomes-focused contracting
