City Fiscal Conditions for 2013-2014

According to this year’s City Fiscal Conditions report by the National League of Cities (NLC), 72 percent of city finance officers report that their cities are better able to meet fiscal needs than in 2012 (57 percent) and 2011 (43 percent). When asked about the impact of factors influencing city budgets in 2013, at least 7 in 10 city finance officers cited health benefit costs (80 percent), pension costs (75 percent), and infrastructure demands (73 percent) as negatively affecting city budgets.

This report reflects the general funds of cities, helping to piece together a perspective on the health and well-being of municipalities across the United States. Note: This is not a review of all of the cities’ finances but only refers to the general funds of municipalities.

Post-Shutdown: What $24 Billion Means for Cities

Twenty-four billion dollars: that’s how much the 16-day federal government shutdown cost us according to Standard & Poor’s. How could that money have been allocated for cities and citizens? Neil Bomberg, NLC’s Program Director for Human Development, underscores this point by applying those billions to various poverty-fighting programs based on each program’s annual appropriations under the current continuing resolution. For instance: Promise Zones, federally designated high-poverty communities targeted for federal investment, would receive $0.7 billion; clean air and clean water programs would receive $1 billion and $2 billion, respectively; Community Services Block Grants (CSBG) would receive $0.7 billion to fund community action programs that work to reduce poverty. And there’s still nearly $20 billion “left.” The list goes on.

State of the States and Localities

According to Governing, state revenues are expected to increase by 2.8 percent in 2014 and general fund expenditures are expected to increase by 4.1 percent, increasing to $728 billion, up from about $700 billion in 2013.
